In the program publication the position of Institute of Special Education of Academy of Russian Education is expounded towards evaluation of the modern stage of the state system of special education in Russia; the ways of Russian educational system transition from one stage to the next qualitatively new stage of development corresponding to the new century challenges are suggested. The results of the main researches, which have been carried out in the Institute during the last years, are briefly set forth.
