This issue presents the Conception of key lines of development of educational system for all kinds of children with special needs and disabilities in 2020-2030 years. The Conception is unique because of its comprehensiveness and evidence-based approach for all forms and levels of education from the first years of child's life.

Conception of development of educational system for children with special needs: main theses

The article presents aims and evidences of the Conception of development of educational system for children with special needs and disabilities on all levels of education in 2020-2030 years. The main theses of the Conception reveal values, concepts, references, strategical lines of development, that enable child's development on all levels of education and improves family's quality of life. The research program and changes in curriculum of the professional education are indicated.

Development of early intervention in education for children with special needs and at risk: evidences, references and expected outcomes

The article presents research results, that are evidences to consider early intervention the main line in development of educational system for children with special needs, disabilities and at risk. The goal references in development, upbringing and teaching for children of the first, second and third years of life are defined and described for parents and professionals. Evidences for family education priority, importance of developing interaction of caregivers with the child are given. Prevention of developmental disorders is especially effective in early years and enables child’s success on other levels of education.

Developmental of preschool education for children with special needs: goal references, strategical lines and expected outcomes

The article represents goal references in development, education and socialization of children with special needs in 3-5 and 5-7 years old. Evidences for strategical lines of preschool educational system development are given, expected outcomes are described. The key point of preschool education development is designing and implementation of psychological and pedagogical classification of children of all nosology groups, evidences of their special educational needs. Thus, preschool education is changed with new values, concepts, goals, curriculum and understanding of family involvement and family’s special educational needs
