In the program publication the position of Institute of Special Education of Academy of Russian Education is expounded towards evaluation of the modern stage of the state system of special education in Russia; the ways of Russian educational system transition from one stage to the next qualitatively new stage of development corresponding to the new century challenges are suggested. The results of the main researches, which have been carried out in the Institute during the last years, are briefly set forth. In the article the definition of the concept “special psychology” is given, brief information concerning the history of this discipline formation and its connections with related spheres of knowledge is presented.

How a deaf-blind child learns that "a" is "a"?

In order to understand the speech depicted on paper with written signs, first of all, a deaf-blind child must learn to distinguish these signs, and, secondly, to recreate the sound form of the word according to its alphabetic model. Pleasure from recognizing when reading words denoting well-known objects, actions and situations – of things that related to their daily life, gives the first positive reader's experiences and leads to the development of the reader’s interest. The article considers various approaches to teaching deaf-blind children to read, in particular, the system of parallel texts worked out by I.A. Sokoliansky.

The article presents the main directions of the current passport of the scientific specialty “Special Pedagogy” and the corresponding problems of current scientific research for each of them, aimed at the productive development of the domestic scientific school of special psychology and pedagogy. For the first time, a holistic picture of current scientific research is presented, reflecting the fundamental interdisciplinarity of special pedagogy, the main task of transforming the results of psychological research on the characteristics of the development of children with disabilities into the actual pedagogical ideas about their general and special educational needs, the required systems of education and upbringing.

3R-rehabilitation: new professional skills

The article shows, that the method of «3R-rehabilitation» of a family and a child with CI is based on a new interpretaion of the subject of professional activity, its content, guidelines, pedagogical tools, criteria for assessing achievements. For the first time, the professional skills, necessary for successful 3R-rehabilitation, are described. The necessity of revising the ideas and skills, formed in the process of professional training, retraining, advanced training of specialists in the psychological and pedagogical profile, has been substantiated.
