In the program publication the position of Institute of Special Education of Academy of Russian Education is expounded towards evaluation of the modern stage of the state system of special education in Russia; the ways of Russian educational system transition from one stage to the next qualitatively new stage of development corresponding to the new century challenges are suggested. The results of the main researches, which have been carried out in the Institute during the last years, are briefly set forth. Rehabilitation Through Means of Education Should Begin from the First Months of Life

The urgency of the earliest possible start of rehabilitation of children with identified disabilities is shown. The situation with early rehabilitation in Russia is correlated with the situation in Western civilization, it is related to the current stage of society attitude towards people with disabilities and to the international documents approved in our country. A brief survey of researches conducted by the Institute of Special Education on early detection of disabilities and early special corrective actions is also given.

The parents’ choice while making the decision about cochlear implant

While cochlear implantation for children with hearing disorders is continuing to increase, it demands modernization of practice of teaching the deaf and special enlightening work with the parents. As the author believes, the effectiveness of cochlear implantation depends on the quality of the teachers of the deaf accompaniment of the implanted child and on the character of speech interaction with intimate adults.
