Early Support: The Best Regional Practices
The current issue is devoted to the analysis of the multiyear experience of working out and introduction of the system of early complex support to the families with children with special needs and disabilities into the regional educational environment. Over 25 years research officers of the Institute of Special Pedagogy have created methods of early (since the first year of life) psycho-pedagogical precautions of disability of children with different special needs. There are identified rehabilitation effects of the early support system worked out and introduced by the Institute of Special Education.

Regional-municipal early support model

The article presents the basic regional-municipal early support model, which was designed on the basis of analysis of early support practice development in the educational environment of the Samara Region and Mariy El Rerpublic and implemented in the Omsk Region and in the Republic of Sakha (Yakutia). The vertical and horizontal structures of the model are described.

Interdepartmental interactions in the early support system

The article presents substantiation of the system of interdepartmental interaction and social partnership between the early assistance services and organizations of different departments in order to support appropriately the family of a child with disabilities. There is given the description of structure-functional model of interaction between the organization providing the early support services and institutions of the educational system, health services, social security, non-state (non-municipal) organizations.

The needs structure of families with toddlers in different region of the Russian Federation

The article presents the research findings concerning the needs of 1340 families bringing up normally developing children and toddlers with disabilities as well, which was carried out in several regions of The Russian Federation. The results of investigation of the families needs structure, their significance and satisfaction give ample material for analysis, prognosis and projection of the early support system in regions.

Realization of the basic early support model in the Samara Region

The main tendencies of the initial stage of the early support system formation in the Samara Region are described in the article materials. There is presented the variable regional - territorial early support system established in the educational environment in the Samara Region at the current time. The peculiarities and conditions of the Samara region are taken into account in the system. There are shown the main directions of the further development of the early support connected with adjustment of the mechanisms of interdepartmental interaction and creation of the chain of non-governmental (non-municipal) service providers in the early support field.

The peculiarities of the basic model of early support in the Mari El Republic

The article presents the initial stage of the early support system formation in the Mari El Republic connected with projecting of the variable regional-territorial early support model, mechanisms of interdepartmental interaction between different institutions. There is shown the role of program-target management in education for the purpose of early support development in the region.

Realization of the basic early support model in the Omsk Region

The article presents the variable model of the regional early support system to the families bringing up children with disabilities. There are analysed the main difficulties and perspective development of the early support system in The Omsk Region. There are described the main mechanisms of the chain and interdepartmental interaction for the solution of the problem of complex family support in the early assistance system with the use of variable organizational forms including resources of non-governmental service providers in the field of education of children with special needs and with early childhood disabilities.
