The current stage of development of the system of assistance for children with special needs

In the program publication the position of Institute of Special Education of Academy of Russian Education is expounded towards evaluation of the modern stage of the state system of special education in Russia; the ways of Russian educational system transition from one stage to the next qualitatively new stage of development corresponding to the new century challenges are suggested. The results of the main researches, which have been carried out in the Institute during the last years, are briefly set forth. The article concretizes the notion of special educational needs of children with disabilities. An emphasis is made on the necessity of the timely identification of developmental disorders and the beginning of their correction, overcoming of “social displacement” by a child with disabilities.

In the article the crisis is comprehended, which has concerned the modern condition of the state system of special education and special pedagogy as a science. The necessity of consecutive and planned transformation of the system of special education on different levels is admitted, besides that the evolutionary line of its development is upheld. The author cautions against rash destruction of the formed system.

There are analyzed the features of the current condition of the system of special education in Russia according to the phases of the society attitude towards disabled people and the peculiarities of the systems development of special education in the European countries. According to the author the further development of the system should follow not a revolutionary but the evolutionary way.

In the article there is presented a project of coordinated measures for the planned transition of the domestic system of special education to the new development stage. The presented program is directed both to creation of the conditions system for stable functioning of the current state system of special education for all categories of children with disabilities and to projecting of the system of special education of the 21st century.
